A 1977 Congressional act encouraging depositary institutions to meet the needs of the communities in which they operate. Emphasis is on serving the needs of middle- and low-income neighborhoods. Periodic evaluations of each institution's record are considered when the institution is seeking approval for mergers or expanded facilities.
